Starling Homecare is an independent, family run home care provider registered with the Care Quality Commission for personal care. We are not a case management company, so instructing us does not put us in competition with the person who instructed us. Our role is to deliver the care your plan describes, keep proper records, and report back in a form you can rely on.

Most professional referrals reach us for clients living with an acquired brain injury, a stroke, a functional neurological disorder or another long term neurological condition, and for clients coming home after a hospital admission.

Who We Work With

Case managers

You hold the plan and the goals. We staff the package, supervise the team, and feed back what is actually happening in the home, including the things that do not appear in a task list: fatigue patterns, how a client is coping with a new routine, where a goal is stalling. If a rehabilitation programme changes, we change with it rather than defending a rota. Professional deputies

Court of Protection deputies need care that is defensible on the file as well as good in the house. Home care for case managers and deputies has to produce a paper trail: clear written agreements, itemised invoices, incident notification, and records that stand up when the account is reviewed. If a client's needs change in a way that affects cost, you hear it from us before it appears on an invoice.

Solicitors and litigation teams

Where care is being funded from an interim payment or a settlement, we can set out what a package would cost and what it would include, so the figure in front of you reflects real staffing rather than an average. We can also describe honestly what we are not able to provide, which matters as much when a schedule of loss is being built.

NHS and local authority teams

We take referrals from discharge coordinators, social workers, and community teams. Where a package is funded through NHS Continuing Healthcare or a personal health budget, we work to the agreed plan and the agreed hours.

What Home Care for Case Managers Includes

Visiting care

Visits from 30 minutes upwards in St Albans, Harpenden, Welwyn Hatfield and Hemel Hempstead. For neurological clients we would usually recommend longer calls than the sector norm, because rehabilitation work, fatigue management and cognitive prompting do not fit into a fifteen minute visit.

Live-in care

Live-in care is available across Hertfordshire, including towns outside our visiting care area. This is often the route for clients who need presence and supervision through the day rather than a set number of tasks.

A named team, not a rota

For a professionally managed client we recruit and supervise a small, named team around that one person. Continuity is not a preference here, it is the point: a client with memory or executive difficulties cannot rebuild a routine with a different face each morning.

Reporting and records

Daily records, medication records, incident and safeguarding notification, and written updates at a frequency you set. If you need a particular reporting format for a review, a Court of Protection account, or a case conference, tell us and we will work to it.

Starling Homecare is registered with the Care Quality Commission for the regulated activity of personal care, delivered in people's own homes. We have a registered manager, and that person is the named contact on a professionally managed package. Our registration can be checked directly on the Care Quality Commission register.

What we do not provide

We do not provide nursing care, and we do not provide ventilation, tracheostomy care or PEG feeding. If your client needs any of those, the package needs a nursing registered provider, and we would say so at the first conversation rather than after a referral has been made. Where a client needs both, we can work alongside community nursing.

Why we say this early

Home care for case managers only works if the boundary is clear at the start. Professionals arranging care carry the consequence of a provider that overstates what it can do, and setting the limit early is more useful to you than a broad claim that has to be unwound later.

Do you provide nursing care?

No. Starling Homecare is registered with the Care Quality Commission for personal care, not nursing care, and we do not provide ventilation, tracheostomy care or PEG feeding. If your client needs nursing tasks, the package needs a nursing registered provider. Where a client needs personal care alongside input from community nursing, we work alongside that team.

How quickly can you start a package?

It depends on the hours, the pattern and the skills the package needs. A weekday visiting package in St Albans is a different recruitment problem from a live-in placement with specific neurological experience. We will explain realistic timescales when you contact us, and we would rather tell you that a package will take longer to staff properly than start it with people who are not right for the client.

Can you invoice in a format suitable for Court of Protection accounts?

Yes. We provide itemised invoices showing hours delivered, along with daily and medication records and written updates at the frequency you set. If a deputy or an accountant needs a particular breakdown for an annual account, tell us the format and we will work to it.
