Step two: choosing the attorney, and the people who sign
An attorney can be more than one person. You can fill in the forms online or on paper, and GOV.UK notes it is usually quicker if you make it and pay online. Either way the person, the attorneys, the witnesses and a certificate provider all have to sign the forms. That is someone who confirms the person is making the LPA by choice and understands what they are doing.
Two rules from GOV.UK trip families up. Everyone must sign the same original document, so copies and digital signatures do not count. And an attorney cannot be the certificate provider or witness the person's own signature. Sort out who is doing what before anyone picks up a pen. Otherwise the application comes back and the 8 to 10 weeks starts again.
Step three: register it, and count the weeks
An LPA has no legal force until it is registered with the Office of the Public Guardian. GOV.UK says the attorney cannot make decisions until then. Registration costs £92 for each LPA, so £184 for both, unless the person qualifies for a reduction or exemption. Allow 8 to 10 weeks if the application is right first time.
That waiting period is why the timing matters with dementia. If the family waits until the person is struggling to manage before starting, ten weeks is a long time. Step four: use the financial LPA early, with permission
This is the step most families do not know about. GOV.UK says the property and financial affairs LPA can be used as soon as it is registered, with the person's permission. The health and welfare LPA is different; it can only be used when the person is unable to make their own decisions.
In practice a registered financial LPA lets a family member manage a bank account, pay bills and collect a pension alongside the person. The person is still fully able to decide. No more informal use of someone else's card. No more phone calls to a bank that will not speak to a relative. The person stays in charge, and the attorney does the admin the person asked for.
