Victoria Faldu

Co-founder

Victoria brings a warm and intuitive approach to care, shaped by her experience leading the senior team at the award-winning homecare agency she built with Rupen in Hertfordshire.

She has a natural ability to understand what matters most to people, from small personal touches to the way support is delivered each day. Her leadership is grounded in empathy and insight, helping to shape a service that feels not only dependable and high quality but also genuinely human.

Rupen Faldu

Rupen Faldu

Co-founder & Managing Director

Rupen brings over two decades of leadership experience, including more than ten years in health and social care. He previously founded a multi award-winning homecare agency in Hertfordshire and went on to establish a Skills for Care-endorsed training provider that supported a wide range of care organisations through specialist training and consultancy.

His company delivered funded training projects on behalf of major London-based colleges and the Department for Work and Pensions, helping to raise standards across the sector. Rupen has received multiple awards for his contribution to care in Hertfordshire and is widely recognised for his commitment to raising the bar.

At Starling Homecare, he leads with a clear focus on quality, integrity, and making a meaningful positive impact in the lives of the people they serve.

Kelly Taylor

Care Manager

Kelly brings more than 25 years of experience in care, with a particular focus on dementia support and helping adults with learning disabilities live well at home. She has led care teams across Hertfordshire and played a central role in shaping new services from the ground up, always with a steady hand and a commitment to doing things properly.

Before joining Starling Homecare, Kelly supported the launch and growth of a home care provider, building the team, setting up systems, and helping to establish a calm, professional culture from day one. She also worked with the Hertfordshire Care Providers Association, where she trained care teams, advised on service improvement, and supported managers across the region.

As Care Manager, Kelly leads our day-to-day care operations and supports our team in the field. She is known for her calm, thoughtful approach and is a reassuring presence to both clients and carers. Her focus is always on delivering care that is consistent, respectful, and truly personal.

Kirsty Hayford

Deputy Manager

Kirsty has built a strong and inspiring career in homecare over several years, starting as a dedicated carer before stepping into roles as Care Coordinator and then Senior Coordinator. She continued to expand her impact as Training & Recruitment Manager, and now brings all that hands‑on insight to her current role as Deputy Care Manager. Holding multiple Health and Social Care related certifications, Kirsty is deeply committed to empowering our care teams and ensuring every person we support receives thoughtful, safe, and consistently high‑quality care.
